Okay, people, I'm only going to say this once:
It's "Hear, hear", not "here, here".
For those of you who are actually interested, it's an abbreviated form of, "Hear him, hear him", as in, "Listen up, y'all."
You may now go back to your regularly scheduled lives.
See also: It's "bated breath", as in a-bated breath (i.e. you're so excited, you're holding your breath). Baited breath presumably would be used if you just had worms for lunch and were hovering over a pond, waiting for a fish to jump in your mouth. Otherwise, no.
